Group Safety Advisor – Cleansing – Kirklees Council – Huddersfield

The post-holder will be working to support the Cleansing / Waste Collection & Recycling Service, which is one of the Council’s Operational Services. You may be based at one of the operational depots, making visits to various locations across the district or occasionally working at home.

A key requirement and expectation will be to undertake operational service-based risk assessments, working closely with employees and managers to achieve a programme of work. The post-holder will also be required at times to provide advice, develop policy and guidance, and respond to and investigate accidents and dangerous occurrences to employees, service users and members of the public.

The post-holder may be required to carry out workplace inspections and visits to premises owned or occupied by the Council, as well as identifying health and safety training needs for Council employees.

As a minimum, a NEBOSH Diploma or equivalent qualification in Occupational Safety and Health, such as a National Vocational Diploma, Postgrad Diploma, BSc Hons, MSc etc.

As a minimum must be a Chartered Member of IOSH (Institution of Occupational Safety and Health) undertaking obligatory CPD (continual professional development).

Minimum of five years of Health and Safety (H&S) experience in implementing and improving H&S management systems in a variety of workplaces.

Proven experience in health and safety, with the ability to undertake inspections, complex risk assessments, investigations and audits and produce high quality reports.

Ability to demonstrate extensive in-depth knowledge of health and safety issues and industry best practices in wide and varied working environments, which include a variety of medium to high-risk workplaces.

Ability to demonstrate extensive knowledge of developing new Risk Assessments (RAs), as well as researching and reviewing established risk assessments and Safe Systems of Work (SSW).

Ability to demonstrate experience as a Health and Safety Consultant (would be desirable).

Ability to demonstrate experience in dealing with the Health & Safety Executive (HSE) (would be desirable).

Ability to demonstrate experience in presenting evidence related to H&S in court cases (would be desirable).

Can demonstrate the ability to adopt a practical approach which allows the Council to meet its health and safety responsibilities and deliver services safely.

Ability to deliver health and safety training.

Excellent communication skills to ensure effective engagement with employees, team leaders and managers, safety representatives, partners, contractors, service users and external agencies and to present information at meetings as appropriate.

Excellent organisational skills to prioritise workloads, ensure targets and deadlines are met.

Ability to research and gather technical H&S information from a wide variety of reliable sources.

Ability and willingness to work effectively as part of a team as well as on own initiative with minimal supervision.

Willing to undertake further training and development and expected to maintain their IPD/CPD.

Ability, experience, and willingness to supervise, support and mentor junior members of staff and lead by example as an experienced professional H&S Practitioner.

Ability to drive to and from various locations.

Demonstrate a commitment to working flexibly as required e.g. where deadlines or work requirements deem it necessary, including outside of normal working hours.

Willingness to occasionally start early to enable discussions with the workforce, team leaders or other individuals.

Ability to work in any part of the area administered by the Council.
